What Is a “Complex” Claim and How Long Does a Non-Medical Review Take?

When you file a claim for VA disability benefits, the waiting game begins. As you track your claim online, you might see confusing status updates like “non-medical review” or a notice for a “review complex exam.”

For many veterans, seeing the word “complex” can be a source of anxiety. Does it mean your claim is going to be denied? Does it mean you’re stuck at the back of the line? Let’s break down exactly what these terms mean and answer the common question: how long does a non-medical review take?

What makes a VA claim ‘complex’?

If you check your VA claim status and see a note that says “closed notice of review complex exam,” it generally means your file has hit a roadblock that a standard rater cannot clear on their own. It does not necessarily mean a denial is coming; rather, it means the VA needs a more specialized medical opinion before they can make a decision.

Based on how the VA processes claims, a “complex” designation usually happens for one of three reasons:

  • Aggravation medical opinions: The VA needs to determine if your military service worsened a condition that existed before your enlistment.
  • Extensive medical history: Your claim involves a massive amount of medical evidence (such as 20 years of private medical records) that requires a highly experienced examiner to review.
  • Specific diagnostic validation: The rater needs a very specific test or specialist to validate a condition before they can assign a rating (for example, referring a complex gastrointestinal claim to a specialist rather than a general practitioner).

Often, when a claim is marked as complex, it gets kicked out of the “Preparation for Decision” phase and sent back to Step 3: Evidence Gathering. This is why you may suddenly be scheduled for additional Compensation & Pension (C&P) exams.

What is a non-medical review?

Unlike the medical review (where a doctor evaluates your symptoms and a rater applies a diagnostic code), a non-medical review is an administrative phase. This happens at different points in the lifespan of your claim:

  • Step 2 (Initial Review): A Veterans Service Representative (VSR) reviews your claim to ensure it meets basic administrative requirements (e.g., verifying your name and Social Security number, and confirming your active-duty service dates).
  • Step 7 (Final Review): After the medical rating is determined, a senior reviewer performs a final administrative check to calculate your backpay, verify your dependents, and prepare your final decision letter.

How long does a non-medical review take?

Because it’s purely administrative, a non-medical review is usually one of the fastest parts of the VA claim process. So, how long does a non-medical review take? Typically, it takes anywhere from a few days to a couple of weeks.

However, the overall timeline of your claim is heavily dependent on the medical portion. As of January 2026, the VA’s official average time to complete a disability-related claim is 84.7 days. If your claim is flagged as “complex,” that timeline will likely be extended, as the VA must spend more time in the Evidence Gathering phase.

Why did my claim status go backward?

It’s incredibly common for a VA claim to bounce back and forth between steps. For instance, your claim might finish a non-medical review and move to Step 5 (Rating). But if the rater decides your file is “complex” and needs another medical opinion, your claim will be sent back to Step 3 (Evidence Gathering).

While frustrating, this is a normal part of the process. You don’t need to take any action unless the VA sends you a letter specifically requesting more information or scheduling you for a new C&P exam.
